Title: Felicitations to Shri Manohar Joshi on his election as the new Speaker of Thirteenth Lok Sabha.
(श्री अटल बिहारी वाजपेयी):अध्यक्ष महोदय, लोक सभा के अध्यक्ष पद पर निर्वाचित होने पर आपको बहुत-बहुत बधाई। आप निर्विरोध चुने गये हैं। एक परिपाटी का पालन हुआ है तथा हमें संसदीय लोकतंत्र में परिपाटियों को और भी मजबूत बनाना है। नियमों के साथ स्वस्थ परम्पराएं डाली जाएं और उनका द्ृढ़ता से पालन हो, यह बहुत आवश्यक है। आप अध्यक्ष के नाते इस आसन पर बैठे हैं। यह आसन बड़े दायित्व का आसन है, जिम्मेदारी भी है और संसद की प्रतिष्ठा भी आपके हाथों में है। आपका जीवन सार्वजनिक गतवधियों से हमेशा सम्पन्न रहा है। धरातल से उठकर, जमीन के कार्यकर्ता के रूप में आपने सार्वजनिक जीवन आरम्भ किया। शिक्षा से आपका गहरा संबंध रहा है लेकिन शिक्षा के साथ-साथ आपने राजनीति में भी लोक प्रतनधि के नाते अनेक दायित्व संभाले। आप कॉरपोरेटर रहे, विधान सभा के सदस्य के रूप में आपने काम किया, विधान-परिषद् में आपको सेवा करने का मौका मिला। आप केन्द्र में, प्रदेश में मंत्री रहे और मुख्यमंत्री भी रहे। इन सारे पदों का दायित्व आपने बड़ी कुशलता से निभाया। लेकिन इसके साथ आपने शिक्षा का जो एक अभियान शुरु किया और विशेषकर टैक्नीकल शिक्षा का कि महाराष्ट्र के मानुस को टैक्नीकल शिक्षा ग्रहण करनी चाहिए। उद्योग और व्यापार में आगे बढ़ना चाहिए। इस द्ृष्टि से आप सदैव प्रयत्नशील रहे हैं। मुझे बताया गया है कि महाराष्ट्र में जहां-जहां बस स्टैंड है, वहां कोहिनूर टैक्निक्ल इंस्टीटयूट्स हैं। मैं नहीं जानता कि बस स्टैंड के हिसाब से इंस्टीटयूट खोला गया है या इंस्टीटयूट के हिसाब से बस स्टैंड बनाया गया है लेकिन दोनों का मेल है।
मुख्यमंत्री के नाते, मुझे यह भी बताया गया कि, सारा सरकारी और राजकीय दायित्व निभाते हुए भी आपने शिक्षा से नाता बनाए रखा और‘वर्षा‘ में जो मुख्यमंत्री का निवास है, उसमें एक कक्ष ऐसा था, जिस में छात्र आकर पढ़ सकते थे, ब्लैकबोर्ड रखा हुआ था और आप कभी-कभी वहां जाकर शिक्षक के रूप में काम करते थे। किसी ने मुझे कहा कि जोशी जी ‘सर‘ के रूप में जाने जाते हैं। शिक्षक के नाते, ‘सर‘ के रूप में उनका संबोधन होता है। आज आप स्पीकर के पद पर बैठे हुए हैं। यह विक्रमादित्य के सिंहासन की तरह से एक प्रतिष्ठा और गरिमा का पद है। इस पर जो भी बैठेगा, न्याय करेगा, निष्पक्ष रहेगा, संविधान और नियमों के अनुसार सदन चलाएगा। इस द्ृष्टि से जो जिम्मेदारी आपके ऊपर आई है, आप उसका अच्छी तरह निर्वाह करेंगे, हमें इसका पूरा विश्वास है। इसमें हमारा सहयोग आपको सदैव मिलता रहेगा।
अभी डिप्टी स्पीकर महोदय ने स्मरण दिलाया कि कुछ ही दिनों बाद संसद की स्वर्ण जयन्ती होने वाली है। १३ मई को समारोह का आयोजन किया गया है। अगर आप पुरानी कार्यवाही उठा कर देखें तो लगभग इन्हीं तथियों में दादा साहेब मावलंकर लोक सभा के अध्यक्ष चुने गए थे। आप ऐसे पद पर विराजमान हो रहे हैं। परम्परा की रक्षा हो, गरिमा बढ़े और सदन ठीक तरह से चले, इस बात की आवश्यकता है। जैसा मैंने कहा कि इस पद पर जो बैठेगा, वह न्याय करेगा, निष्पक्ष रहेगा, पद की प्रतिष्ठा को कायम रखेगा, ऐसा मुझे पूरा विश्वास है।
स्वर्गीय बालयोगी जी के निधन के कारण अध्यक्ष पद का भार आपको संभालना पड़ा है। जब वह पहली बार अध्यक्ष बने थे तब यह भरोसा नहीं था कि वह किस तरह से सब को साथ लेकर चल पाएंगे, सदन का ठीक तरह से संचालन कर सकेंगे लेकिन उन्होंने अपना कद इतना ऊंचा कर लिया कि आज उनका स्मरण हमें होता है और अच्छे स्पीकरों के रूप में उनको याद किया जाएगा। आप उसी परम्परा में विद्यमान हैं। मुझे पूरा विश्वास है कि आपके मार्गदर्शन में सदन ठीक तरह से चलेगा। सदन नियंत्रित होकर चलेगा, आत्म-नियंत्रण से चलेगा और जहां कोई कमी दिखाई देगी तो उसे आप मिल-बैठकर सब की सलाह से उस कमी को पूरा करने का प्रयास करेंगे।
स्व. बालयोगी की मृत्यु के बाद उपाध्यक्ष के रूप में श्री सईद साहब ने दायित्व संभाला और बड़ी अच्छी तरह से संभाला। मैं उनकी प्रशंसा करना चाहता हूं , औपचारिकता के रूप में नहीं। आज उनका जन्म-दिन भी है और इसलिये बहुत बधाइयां। मैंने जब सवेरे उन्हें टेलीफोन किया और बधाई दी तो उन्होंने कहा कि मैंने जो कुछ किया, सब के सहयोग से किया है। उन्होंने बड़ी कठिनाई के दिनों में संसद की नैया खेकर किनारे तक पहुंचाई है। अब नया नाविक सम्भालेगा और तूफानों का सामना करेगा। मगर सब के सहयोग से हम सब तूफान पार करेंगे, इसके बारे में किसी के मन में कोई संदेह नहीं होना चाहिये।
मैं सईद साहब को भी बधाई देना चाहता हूं और फिर आपका भी अभिनन्दन करना चाहता हूं। आपने बड़ी जिम्मेदारी सम्भाली है। परमात्मा आपको वह जिम्मेदारी पूरी करने के लिये शक्ति दे।
(AMETHI): Mr. Speaker, Sir, on behalf of the Congress Party and on my own behalf I join the hon. Prime Minister in offering our congratulations and felicitations to you on your election as the Speaker.
Sir, the greatest achievement of independent India is the democratic system that we have established and nurtured. Parliament is the symbol of this democracy. It is the nation’s most important institution which guards our freedom and strengthens our polity.
Mr. Speaker, Sir, a great responsibility devolves upon you for maintaining the highest traditions of our Parliament. You have seen public life at various levels. With your great experience, I am sure, you will not find it difficult to do justice to all public issues and to all sections of the House. This House reflects not only the entire spectrum of political opinion but also our country’s diversity. The eminent Speakers of this House starting from Shri Mavalankar have established great traditions. They, on many occasions, not only represented the entire House but also the voice of the people of India. Sir, we look up to you to uphold this time-honoured tradition.
Sir, we, on our part, will extend our full co-operation to you in the discharge of your onerous responsibilities. I also take this opportunity to join the hon. Prime Minister to wish our Deputy-Speaker a happy birthday today.
(BOLPUR): Mr. Speaker, Sir, on behalf of my Party and on my behalf I felicitate you on your assumption of one of the highest offices of this great country and I wish you well. I also offer my special felicitations to our very dear Deputy-Speaker on his birthday.
The country is passing through trying times; let us not deny that. The very basis of our democratic functioning is under question. There are serious economic issues, serious social issues, which are creating tension within the country. Over and above that there is tension within the country about the country’s future, integrity and unity. There are forces that are trying to destabilise the country. All these important issues are casting their shadows within the House itself, as they have to. As Members of the Opposition, we shall be raising these issues from time to time. I am sure, considering the importance of the issues, you will give us adequate opportunity to raise them in tune with the sentiments of the Opposition.
For the last two days, I do not know how much our astute Minister for Parliamentary Affairs had manoeuvered it, a lot of unnecessary controversy has been going on as to whether your election is uncontested or unanimous. … (Interruptions) Today, you are the Speaker of the House. Why doubts have been raised, everybody in the country knows. It is because of your political association, because of your political affiliation, because of the policies and programmes of the party you have been representing. As a matter of fact, even the Election Commission had to pass certain orders. I am not going into all that controversy. … (Interruptions) It was no reflection on any person. … (Interruptions) I want to make it clear because everybody is asking us as to what this is. … (Interruptions) It was not a reflection on any personality.
Each one of us here represents certain policies, programmes, objectives and attitudes. We have not come here just out of nothing. That is why, certain views had been expressed. But I feel that ultimately this House will have your healing touch. Whether where you are sitting today will be a throne of thorns or a bed of roses will depend upon how all of us conduct within the House; and your leadership will be very important. Our hope is that you will not surrender yourself to any remote control. … (Interruptions) I said, I am sure he will not surrender. You should understand the spirit also.
Sir, you should hold the balance even. Rather, we should urge upon you to lean towards the ‘left’ because the ‘left’ is always the better side. The hon. Prime Minister referred to your very successful career as a coach. We have also learned that. We are very happy and proud that we have an educationist now presiding over this House. Probably coaching is needed these days inside the House also sometimes, about discipline, about decorum, about respect for others and about how we should remain committed to the basic values of our society. I am told that you were also a successful builder. I am sure you will build up this great institution whenever there are any deficiencies.
My last submission before you is – I am sincerely saying this – that nowadays tension is unnecessarily created as to the way some proceedings are conducted in the House. Nowadays, there appears to be some super-Speakers. A lot of intolerance, interference and disturbance is created .
Speaker’s decisions are being challenged as to who will speak. Directions are being given to him as to what he should speak. Therefore, Sir, these are the matters on which, I am sure, you had also expressed your reservations, and this will be rectified.
Sir, what I wanted to say is that now you are my Speaker. You belong to the House; and you are the Speaker of the entire House. This is the glory of this position.
Sir, I am in no manner of doubt that you will be a true soldier of this House under the Constitution and you will not be a pracharak, as the Prime Minister, Shri Atal Bihari Vajpyee had said, you will be a servant of the society; and a leader of the House.
Sir, we have full faith in you. I can assure you that we shall cooperate with you in all manner in the discharge of your duties.
