The appellate order was passed in 2007 against the petitioner.
Petitioner filed writ petition after a lapse of three years and the
explanation given by the petitioner is that he has made a
representation after the dismissal of the appeal. Under what
provision any representation can be filed and entertained has not
been mentioned. Against the order of appeal petitioner has a
remedy to file a revision.

Therefore, this writ petition can easily be dismissed on the ground
of latches.

No order as to costs.
