Title: Issues regarding India’s permanent seat in the United Nations Security Council with ‘Veto Right’.
SHRI ADHIR CHOWDHURY : The regional representation in the General Assembly should be the basis of determining a permanent seat in the Security Council. It has been observed that Africa and Asia together hold one permanent seat, five non-permanent seats while sharing 55 per cent of General Assembly’s membership. On the other hand, Latin America and Caribbean States together hold only two non-permanent seats.
MR. SPEAKER : These things cannot be decided here.
… (Interruptions)
SHRI ADHIR CHOWDHURY : But the European contingent including America together hold three permanent seats and two non-permanent seats while sharing 26 per cent of the General Assembly membership.
MR. SPEAKER : You say that India’s case is very justified and we shall ask for it.
SHRI ADHIR CHOWDHURY : Sir, it has been a constant endeavour of the successive Governments of India to mobilise the world support in favour of India being inducted as a permanent member in the Security Council. However, the P-5 contingent is deliberately obstructing the inclusion of India’s permanent membership into the Security Council with a right to veto.
MR. SPEAKER : Let us leave it to our Foreign Ministry and others.
… (Interruptions)
SHRI ADHIR CHOWDHURY : Therefore, we may send our feelings and sentiments to the United Nations General Body so that India, in future, could be inducted as a permanent member in the Security Council. Thank you.
MR. SPEAKER : We appreciate your feelings. Shri P.C. Thomas to speak now.
