02/ 18.07.2011 Heard learned counsel for the petitioner and the
State.
Petitioner is working as Class III employ in the
District Central Library, Gandhi Park, Jamui, which
according to the counsel for the State, is not State within
the meaning of Article 12 of the Constitution of India.
In the circumstances, relief prayed for in the
writ petition cannot be allowed, which is disposed of
granting liberty to the petitioner to take legal recourse
before the appropriate forum.
