                                 JUDGMENT

When this matter is taken up for consideration today, the learned

counsel for the petitioner sought permission to withdraw the Writ Petition

with liberty to challenge Annexure R1(b) in appropriate proceedings. The

learned counsel for the petitioner also submitted that the contentions raised

in this Writ Petition may be left open to be pursued in appropriate

proceedings. Accordingly, this Writ Petition is dismissed as withdrawn

with the aforesaid liberty.
