                                        JUDGMENT

Prayer in this writ petition, which is at the instance of a diploma

holder in Fine Arts, is to issue a writ of mandamus or such other

appropriate writ or directions to respondents 1 and 2, the State of

Kerala and the Kerala Public Service Commission respectively, to

“initiate steps to create the posts necessary for the Fine Arts Colleges

Trissur and Mavelikkara as per the staff fixation and fill up the

vacancies appointing the rank holders.”

2. It is true that the petitioner was placed in the ranked list at

Sl.No.3. It has come out on record, as revealed from counter affidavit of

respondent no.1, that two candidates from the list had already been

appointed in the available vacancies. The list has expired on February

23, 2007.

3. Having heard learned counsel for the petitioner and having

perused the pleadings and documents available on record, I am satisfied

that the petitioner cannot be granted any relief in this writ petition.

Writ petition is dismissed.
