The representation of the petitioner which was directed to be
decided by the order of this Court passed in the earlier writ petition
has been rejected by the impugned order.

The submission of the learned counsel for the petitioner is that in
similar circumstances relief has been granted by the Department in
the case of Rohan Singh which order has been filed as Annexure-
14 to the writ petition.

Learned Standing Counsel wants to seek instructions and file
counter affidavit. He may do so within three weeks. One week,
thereafter, is allowed to the petitioner to file rejoinder affidavit.
