Heard learned counsel for the petitioner and Sri Kshemendra
Shukla holding brief of Sri Upendra Nath Misra, learned counsel
for the University of Lucknow.

The petitioner has sought a relief against the respondent no.1 for
payment of his remaining salary Rs. 17,868.21/- with 18% interest
for the period between 1989 to 18.11.1992.
This petition has been filed after 18 years on the delay caused by
the petitioner himself, and is accordingly dismissed on the ground
of unexplained laches.

The writ petition is dismissed accordingly.
