                               J U D G M E N T

The surviving prayer is only prayer 3 which reads as follows:

“iii) Issue a writ of mandamus or appropriate

direction to the respondents to formulate appropriate

guidelines in respect of the holding of rallies,

demonstrations, meetings etc. in public places within

the Kovalam Tourist Zone”.

It is seen that Ext.P2 representation is pending before the 1st

respondent. There will be a direction to the 1st respondent to look

into Ext.P2 and take appropriate action in accordance with law in

the light of the judgment of this court reported in Peoples council

for Social Justice v. State of Kerala [1997(2) KLT 301] and also

the decision of the Supreme Court in Communist Party of India

(M) v. Bharat Kumar [1997(2) KLT 1007], with notice to the

petitioner, within a period of three months from the date of

production of a copy of this judgment.

This writ petition is disposed of as above.
