standing counsel and the learned counsel for the Gaon Sabha.

Issue notices to other respondents.

One of the contentions is that the land in dispute was allotted to the petitioner
on 19.9.1987. The proceeding for cancellation was initiated on a private
complaint after about 19 years.

The submission is that the proceeding is barred by time.

The matter requires consideration.

Till further orders, the effect and operation of the impugned order shall
remain stayed.
