In view of the letter of the Special Secretary dated 16.07.2010, the reasons
assigned by the Principle, District Institute of Education and Training in his
impugned order for rejecting the application of the petitioner cannot be legally
sustained.

The Principal, District Institute of Education and Training (respondent no. 3)
may, therefore, reconsider the application of the petitioner for admission to
B.T.C. Course-2010 on its merit in light of the letter of the Special Secretary
dated 16th July, 2010 preferably within two weeks from the date a certified
copy of this order is filed before him.

With the aforesaid observation/direction the present writ petition is disposed
of.
