As the reliefs sought is against private respondents, this Court can
not issue writ as prayed but at the same time we observe that if
petitioner files application before concerned competent authority
then it will be the concern of the authority to decide the claim of
petitioner on merits in accordance with law with all expedition.

In view of above, this petition stands diposed of accordingly.
