JUDGMENT
The question raised in this writ petition is as to whether the
BA degree course in History, Economics and Hindi, conducted by
the Bangalore University under regular programme, is to be
granted equivalence with BA degree in Hindi of the Mahatma
Gandhi University. In Ext.P6, MG University states that it has
recognised the BA degree in History, Economics and Hindi
conducted by the Bangalore University under regular
programme. However, it proceeds to state that it is yet to issue
any order granting equivalence of that BA degree with BA
degree in Hindi of the MG University. Ultimately, the
requirement of the petitioner, going by the materials, is to
demonstrate to the Kerala Public Service Commission that BA
degree in History, Economics and Hindi conducted by the
Bangalore University is equivalent to BA degree in Hindi of the
MG University. However, PSC is not a party to this writ petition.

Not only that, PSC is not shown to have issued any decision
taking the stand that it does not act on the BA degree in History,
Economics and Hindi conducted by the Bangalore University
under regular programme, which is a recognised degree, going
by the stand of the MG University. It has to be remembered that
in Universities like Bangalore University, there is no
classification between main subjects and subsidiary subjects and
a degree with three subjects is treated as a degree giving equal
importance for all the three subjects. The only question is
whether it has to be treated as a degree in any particular subject
or language. Under such circumstances, particularly in view of
the absence of the PSC on the array, the petitioner is given
liberty to move the PSC voicing her grievances and seek
redressal relying on the question whether the PSC would
approve the BA degree of the Bangalore University which the
petitioner has. If that request of the petitioner turns futile, it will
be open for her to move the MG University, or, if necessary and

entitled, this Court. Hence, this writ petition is closed
preserving all the contentions in terms of what is aforesaid.
