     Facts

:­ 

1. The   Applicant   Shri   A.   Sridhar   sought   information     from   the 
CPIO,   lNational   Insurance   Co.   Ltd.,   Head   Office,   Kolkata 
through his RTI application dated 3.7.2009 regarding promotion 
exercise   and   criteria   as   well   as   position   in   the 
Organizational    hierarchy  of Development Officers    through  8 
points  ­ enclosed herewith as Annexure­A. 

2. Not   receiving   response   from   the   CPIO   within   the   stipulated 
time, the applicant appealed to the First Appellate Authority 
vide letter dated  29.8.2009. The matter was adjudicated upon 
vide First Appellate Authority order who directed the CPIO to 
provide information. 

3. Information Provided did not satisfy the applicant  who filed 
appeal before the Commission. 

4. The   matter   was   heard   today   through   video   conferencing.   Both 
parties were present as above. 

Decision

5. After   hearing     arguments   made   by   both   sides,   the   Commission 
directs as follows :­

(1) CPIO   to   provide   the   position   of   the   Development 
Officer (Admn.) in the existing organization hierarchy 
through an organogram.

(2) CPIO   to   provide   copy   of   guidelines   governing     the 
promotion of Development Officers(Admn.).
(3) Information   sought   is   not   covered   under   the 
definition as laid down in Sec. 2(f) of the Act. 
(4) Information regarding number of Development Officers 
who   have   retired   during   the   last   10   years   without 
getting   single   promotion   along   with   promotion   policy 
governing   Development   Officers   to   be   provided   by   the 
CPIO.  

(5) Appellant is satisfied with information received. 
(6) CPIO   to   provide   criteria   for   declaring     number   of 
promotional vacancies for Development Officers (Admn.) 
and for Class III employees.

(7) CPIO   to   provide   number   of   Development   Officers   who 
have   not   been   transferred   to   any   branch   consequent 
to   their   promotion   along   with   total   amount   disbursed 
as salaries to this group. 

(8) CPIO   to   provide     details   of   previous   redressal 
mechanism. 

6. The above  information  will be provided  to the applicant 
within 4 weeks of receipt of this order.
