Background
1. The Applicant filed his RTI application dated 03.03.09 with CPIO/ Deptt of
post, Muzzaffarpur, seeking information against 5 points pertaining to the list
of postal peons [postmen] employed till Feb 2009, basis of seniority for the
post of GDS etc with respect to the post office, Muzaffarpur. The CPIO replied
on 30.03.09 providing point-wise information.
2. The Appellant herein filed a First Appeal on 16.04.09 being dissatisfied with
he response/ information received. Upon non receipt of any response from
the Appellate Authority, the Appellant herein filed an Appeal before the CIC
on 05.06.2009 alleging that he had been aggrieved since the CPIO had
supplied misleading information.
3. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing on 28th August, 2009.
4. The Appellant was not present at the hearing.
5. Mr. Ram Sevak Pandey, the Senoir Post Master and CPIO was heard through
audio conferencing.
Decision
6. The Respondent submitted over the telephone that due to shortage of staff,
he is not in a position to compile information from 30 branches working under
him and send the same to the Appellant as doing so will disproportionately
divert the resources of the Post Office.
7. The Commission accordingly directs the CPIO to forward the RTI request to
the different branches directing the APIOs to provide the information directly
to the Appellant under intimation to him , by 28.09.09.
8. The appeal is accordingly disposed of.
