Background

1. The Applicant filed his RTI application on 05.11.08 with the CPIO, Prasar
Bharati, Guwahati requesting for information against 6 points regarding the
Commissioned programmed of DDK, GH, 2007-08 financial year (From 1st
April 2007 to the date of submission.) The CPIO replied on 01.12.08
intimating that the required fee sought for information has not been paid by
him. He also informed that the fee of Rs.10/- by way of an Indian Postal
Order or Demand Draft or Bankers Cheque is required to be submitted by him
for obtaining any information under RTI Act, 2005. (CPIO’s reply not in file).
Not satisfied with the information, the Applicant filed his complaint before the
CIC on 23.06.09 requesting for information.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing on 23 September, 2009.

3. Mr. D.N. Basumatari, Director DDK and Mr. D.N. Tamuly Asstt. Station
Director represented the Public Authority.

4. Effort were made to contact the Applicant but his Mobile was switched off.

Decision

5. The Respondent submitted that on payment of the RTI fees on 20.03.09,
information was provided, once on 20.03.09 and the second time on 09.04.09
covering all the points except the mark sheet provided by the Judges for
producers of commissioned programmes as they feared for the safety of the
Judges. The Commission after hearing the Respondent directs the CPIO to
provide the complied mark sheet for the producers after severing under
Section 10(1) of the RTI act names, designations and signatures of all Judges,
by 10.10.09

6. The appeal is accordingly disposed off.
