Background

1. The Applicant filed an RTI application dt.23.7.08 with the PIO, Northern Railway HQ seeking the 

amount of under charges for the consignment PW Bill No.508768 booked from WIA to MAS(Chennai) 

on 2.3.07. On not receiving any reply, he filed a complaint dt.18.10.08 before CIC.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for July 27, 

2010.  

3. Shri Deomani, PIO and Shri Rakesh Tyagi, Nodal Officer represented the Public Authority.     Shri 

G.Venkatasubramanian, PIO, Southern Railway, Chennai was  present at NIC Studio, Chennai

4. The Applicant was not present during the hearing.

Decision

5. The Commission received a rejoinder dt.26.7.10 from Shri Rathi Raj, Sr.DCM who stated that the RTI 

application   which   was   received   on   17.10.08   was   dealt   with   by   his   predecessor,   Smt.   Manisha 

Chatterjee.    Since a copy of the Gate Pass connected with the subject matter of the application was 

required for furnishing the requisite information, the PIO Md. Chatterjee  had requested the Applicant 

to furnish the same vide letter dt.20.10.08.  The Applicant sent a copy of the gate pass on 3.11.08 

and on the basis of the copy of the Gate Pass, the PIO had given complete information vide letter 

dt.4.11.08.  

6. On observing that  the reply had been furnished to the Complainant  after  he had  filed a complaint 

before     the   Commission,   and   that   there   was   no   further   complaint   from  him   after   receiving   the 

information,   the   Commission   assumes   that   he   is   satisfied   with   the   information   and   accordingly 

disposes of the appeal and closes the case at the Commission’s end.
