Background
1. The Appellant filed an RTI request dt.16.5.08 with the CPIO, Dept. of Posts,
Sagar. He requested for information against 9 points related to the NSC
certificates bought by one Dr. Asha Sarvate. The CPIO replied on 26.6.08
providing some information. The Appellant filed an appeal dt.3.7.08 with the
Appellate Authority. The Appellate Authority replied on 22.8.08 providing
additional information. Not satisfied, the Appellant filed a second appeal
dt.4.11.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing on January 29, 2009.
3. Mr. V.K. Upadhyay, Sr. Supdt, Post & PIO and Mr. S. Minz,ICS,O/o SSPOS,
Sagar represented the Public Authority.
4. The Appellant was not present during the hearing.
Decision
5. The Respondents submitted that Late Dr. Asha Sarvate had bought two NSC
certificates and that the Appellant, who is a relative of Dr. Sarvate is seeking
information about the numbers of 2 NSC certificates mentioned in a diary left
behind by Dr. Sarvate. They added that the Appellant was not sure about the
name of the agent nor the post office through which the certificates were
bought. They further stated that they could not locate any NSC certificates
having the numbers given by the Appellant.
6. The Commission directs the Respondents to provide an affidavit signed by the
Postmaster I/C of Sagar Cantt, Post office stating that no such certificates
with these numbers are available on record in that Post Office, within 15
days of receipt of this Order.
7. The appeal is disposed off.
