Information Sought:

1) Details of buses originating operating on Buradi route along with details of its final
destination. Details of all buses with routes.

2) Number of trips made by buses on Buradi route and timing of all buses. Whether these
buses completes its ours or terminates its tours in the middle.

3) Time of the buses plying on the Buradi route with name of origin and destination place.
Number of buses and name of the routes.

4) Whether any low-floor, red line, white line or high capacity buses are plying on Buradi
route. If no then reason for the same and possibility if any to operate these kinds of buses
on the Buradi routes.

5) Reason for not taking the plights of the people related to transportation into consideration
by the officer of DTC.

6) Rules/standards set by the DTC for construction of bus shelter.

7) Number of bus-shelters constructed by the DTC between Buradi Chowk and Nathupura
on the Buradi-Nathupura route.

8) Rules to repair bus shelter and name of the organization which has the responsibility to
repair these bus shelters.

9) Name of all the bus stand with details of place where it has been constructed and name of
the adjacent colony.

10) Name of all the such bus stands for which the RWA and other organization were asking
for quite long time and reason for not constructing bus shelters.

11) Whether there is any provision under which bus shelters cannot be constructed on
demand of Social organization and RWA.

12) Details of guarantee of the bus shelter set by the companies and details of strength.
Whether the DTC would take any action to repair the bust stand which got pulled down
in Kamal Vihar Colony.

13) Name of the organization which has the responsibility to reconstruct those bus shelters of
Kamal Vihar Colony which is in bad shape.

14) Whether the Kamal Vihar Colony comes under the jurisdiction of DTC. Reason for not
taking timely and proper action to improve the transport facility.

15) Details of scheme/plan of DTC if any, to improve the transport facility Kamal Vihar
Area.

Reply of PIO:

The PIO & PCO, Transport Deptt, GNCTD vide his letter dated 24/08/2009
Query No. 4: On Route No. 192 (Nathupura to ISBT), Blue Line Buses are operating.

Ground of the Second Appeal:

Unsatisfactory and incomplete reply received from the PIO.

Relevant Facts emerging during Hearing:

The following were present:

Appellant : Mr. R. S. Bhandari on behalf of Mrs. Bhagirathi Devi;
Respondent : Mr. Brij Pal Singh on behalf of Mr. C. S. Nawani PIO & PCO; Ms. Renu Popli,
Public Information Officer & Sr. Manager; Mr. R. S. Minhas, SC House; Mr. Subhash Chander
Sharma;

The PIO claims that information was sent by PIO DTC on 10/09/2009. Another PIO DTC
(SC House) states that the information from their division was sent on 11/08/2009. The PIO
shows evidence that the information was sent by UPC and the appellant contends that this was
not received by him. Subsequently the PIO DTC has sent the same information by speed post
which has been received by the Appellant.

The Appellant is dissatisfied because he states that the DTC Bus Stops are not been setup close
to where people are staying. The Commission hopes that the DTC will take into account the
representation made by the Appellant. The copy of the representation made by the appellant have
been handed over to the PIO DTC. The Commission hopes that an appropriate response will be
given to the Appellant for this before 05 June 2010.

Decision:

The Complaint is disposed.

This decision is announced in open chamber.

Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
