Facts

:­ 

1. The   appellant   Shri   Biswajit   Kar   vide   his   RTI   application   dated   29.12.2008 

sought information from the CPIO, O/o Chief Engineer, Life Insurance Corpn. Of India, 

Eastern Zonal Office, Kolkata regarding enrollment of Contractors for Major Electrical 

Works through 4 points.

2. CPIO   vide   his   order   dated   3.1.2009   provided   information   which   failed   to 

satisfied   the   appellant   who   preferred   first   appeal   dated   26.1.2009.     This   was 

adjudicated upon vide FAA order dated 26.2.2009 through which additional information 

was provided to the appellant.

3. Not    being satisfied with the information provided,    the appellant has come 

before the Commission to challenge the above order. 

4. The matter was heard today through video conferencing.   Both parties were 

present as above and presented their arguments.

Decision 

5. After   hearing  the   submission  of   both   parties  and   perusing  the   FAA’s   order 

dated 26.2.2009 the Commission is satisfied that the full and complete information had 

been provided to the appellant within the prescribed time limit under the Act.  In fact, 

the Appellate Authority’s order is a speaking order through which had explained all the 

issues raised in the RTI application with clarity.  Also  respondent has informed that 

the names of all the 39 companies  empanelled  through the above mentioned process 

was also provided to the appellant.   The matter is closed with the direction to the 

respondent that in future they should place the list of empanelled contractors / tender 

awardees on their web site after the conclusion of their selection process.  This fact 

should also be printed in their advertisement   inviting  tenders.  Since the respondent 

was formally not informed to his non enrolment respondents are directed to send  him 

communication in this regard in response to points 3 &4 of his RTI application.
