        The Appellant was not present in spite of notice.
        On behalf of the Respondent, Shri A. K. Mishra, CPIO was present.
2. In this case, the Appellant had, in his application dated 13 July 2009,
requested the CPIO for the marks awarded to him in the examination and
interview conducted by the bank for the post of probationary officer. In his reply
dated 8 April 2009, the CPIO provided all the desired information except the
copy of the recruitment policy of the bank. Not satisfied with the reply of the
CPIO, the Appellant had preferred an appeal on 11 May 2009. The Appellate
Authority dismissed the appeal by endorsing the information already provided
by the CPIO. Consequently, the Appellant has approached the CIC in second
appeal.

3. We heard this case through video conferencing. Due to some technical
problems, we could not connect the Kanpur studio of the NIC where the
Appellant was supposed to be present. The Respondents were present in the
Mumbai studio. We heard their submissions. After carefully examining the
response of the CPIO to the RTI application, we find that except for the
recruitment policy of the bank, the remaining information had already been
provided. We find no reason why a copy of the recruitment policy of the bank
should not be disclosed. It is not enough to say that this document is only for
private circulation within the bank. That is obviously not a ground for exemption
of any information from disclosure.
4. We therefore now direct the CPIO to provide to the Appellant within 10
working days from the receipt of this order, a copy of the recruitment policy of
the bank in vogue at the time of the examination/interview in which the
Appellant had appeared.
5. The appeal is, thus, disposed off.
6. Copies of this order be given free of cost to the parties.
