Information Sought (with reference to an earlier RTI application dated 30/11/2009).
a) The Appellant had sought information regarding change of date of birth of some employees of M/s
Chandrapur Zilla Cooperative Gramin Rural Multipurpose Development Bank.
Reply of the Public Information Officer (PIO)
The name and address of the First Appellate Authority and the Central Information Commission has been
mentioned.
“The decision of the appeal application had already been conveyed to the Appellant through a letter dated
30/11/2009.”
Grounds for the First Appeal:
Unsatisfactory information provided by the PIO.
Order of the First Appellate Authority (FAA):
The FAA observed that relevant records had already been provided and the Appellant had also been
offered an option of inspecting the records.
Grounds for the Second Appeal:
Unsatisfactory information provided by the PIO and unfair disposal of the appeal by the FAA.
Relevant Facts emerging during Hearing:
Both the parties were given an opportunity for hearing. However, neither party appeared. From a perusal
of the papers it appears that the appellant has been given the information that the corrections in the Birth
Dates of the 89 employees have been done. The FAA has stated that the appellant should inspect the
records since providing the information would disproportionately divert the resources of the public

authority. Since the total number of employee is only 89 the Commission does not feel this as a valid
reason for refusing to provide the information.
Decision:
The Appeal is allowed.
The PIO is directed to provide the list of corrected birth dates of 89 employees to the
appellant free of cost before 05 September 2010.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
