3. Pertains to the society and the society being not a public authority, the application could not be
forwarded to the society.

Grounds for the First Appeal:

The information was inadequate as the letter said that the concerned Registrar was not aware of the
Membership Transfers rules and AR(Policy Branch).

Order of the First Appellate Authority (FAA):
The PIO’s reply in respect of point no.1 and 2 did not seem appropriate. The PIO was directed to give a
point wise reply. The appeal was disposed off accordingly.

Grounds for the Second Appeal:

Unsatisfactory information given by the PIO.

The following were present:

Appellant: Mr. Deepak Bansal;

Respondent: Mr. Ved Prakash, APIO & Assistant Registrar (East);

The PIO has given most of the information but is now directed to give the following information:
1- The rules regarding transfer of membership.

2- The powers of the registrar in these matters.

Decision:

The Appeal is allowed.

The PIO is directed to give the information as directed above to the appellant before
25 October 2010.

This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
