Decision Notice
The Commission noted that the Appellate Authority had given 2 months time to the Appellant for depositing the
photocopying charges and that the Appellant was informed well within the mandatory period about the
additional fees to be paid for the same and hence sees no reason why it should interfere with the decision of
the Appellate Authority. Since the Appellant has not paid the fees within the time limit prescribed by the FAA
in his order, he may file a fresh RTI application for the information.

Background
1. The RTI Application dated 7.5.10 was filed by the Applicant with the PIO, University of Delhi seeking
following information:
(i) Total number of Contractual/DW/Adhoc/JACT employees. (Give list, years 2006 to till date)
with their qualifications in DULS/SDC Library of Delhi University.
(ii) Details of members of selection committees for these employees. Also give the names of
Committee members. Also give the list of Panels prepared by all the selection committee.
(iii) How many person are employed on the ground of compensate basis in Central Office of
DU. Also give the details of selection committee. Give the details of panels also.
(iv) Why the employees working on compensate grounds in DULS since 2001 are still working
on temporary basis.
2. The PIO sent an interim reply on 11.5.10 informing the Applicant that the information is being
collected from various departments and would be provided as and when it is received. The PIO
provided the available information on 28.5.10 and with regard to point 3 he requested the Applicant
to deposit Rs.20/ for photocopying 10 pages of information. With regard to point 4, the Applicant
was informed that the information he is seeking is not a request for information as defined under
section 2(f) of the RTI Act.
3. Not satisfied with this reply the Applicant filed his first appeal on 11.6.10 stating that complete
information was not provided to him. The Appellate Authority replied on 9.7.10 , stating that the PIO
had provided available information and had also invited him (the Appellant) for inspection of the
relevant files which the Appellant had not availed . He further stated that the Appellant had not
deposited that fee of Rs.20/ as sought by the PIO for photocopying charges and therefore the
information could not be provided. He advised the Appellant to deposit the fee before 23.7.10 to
enable the PIO to furnish the information. The Appellant however, instead of depositing the amount
filed a second appeal with the Commission on 23.7.10 seeking the same information once again.
Decision
2. The Commission on perusal of the submissions on record and after hearing the Respondent noted
that the Appellate Authority had given 2 months time to the Appellant for depositing the photocopying
charges and that the Appellant was informed well within the mandatory period about this and hence
sees no reason why it should interfere with the decision of the Appellate Authority. Since the
Appellant has not paid the fees within the time limit prescribed by the FAA in his order, he may file a
fresh RTI application for the information. The appeal is disposed of accordingly.
