The Commission advises the Appellant to go through the reply once again and to point out the missing
information/documents to the PIO within 5 days of receipt of the Order and the PIO to provide the same if
available in the records within 10 days of receipt of such a request from the Appellant.

ORDER
Background
1. The Applicant filed an RTI application dt.4.9.09 with the PIO, University of Allahabad requesting for
information against 3 points with regard to the starting of new course at University of Allahabad without
permanent faculty, whether the course started by the Institute of Professional Studies in the Media Study
Centre do fulfill the UGC conditions etc. On not receiving any reply, he filed an appeal dt.13.11.09 with the
Appellate Authority reiterating his request for the information. Shri J.N.Mishra, Appellate Authority vide his
order dt.12.4.10 directed the CPIO to provide the requisite information. In compliance with the Appellate
Authority’s order, Shri R.L.Vishwakarma, CPIO replied on 28.4.10 furnishing point wise information. He stated
that University can start a new course by appointing faculty on contractual basis and that the course of BA in
Media Studies was started by the University after assessing the requirements and norms. The course was
approved by the Academic Council in its meeting dt.21.7.09 and the subsequent Executive Council meeting
held on 29.10.09. Not satisfied with the reply, the Applicant filed a second appeal dt.11.5.10 before CIC .
Decision
2. During the hearing, the Respondents submitted that complete information was provided on 28.4.10
and once again on 10.1.11.
3. The Commission advises the Appellant to go through the reply once again and to point out the
missing information/documents to the PIO within 5 days of receipt of the Order and the PIO to
provide the same if available in the records within 10 days of receipt of such a request from the
Appellant.
4. The appeal is disposed of with the above directions.
