The appellant in his RTI application has sought following informations:
a) What is the payment position of the outstanding bills dated 22.10.2001 to
11.01.2003, for total Rs. 3,20,529/- for washing of linens of of
A.C.Coaches of Dhanbad based trains.
b) Above information sought for payment for washing of Bed Sheet, Pillow
Cover, Towel, Blanketof trainsby Radiant Dry Cleaners against different
work orders No. COM-2D/Bed Roll/01-02 for Total Rs. 3.20.529/-.
The PIO’s Reply:
The PIO replied to the appellant that according to the available record in office,
Radiant Cleaners, Dhanbad had been paid by the order and approved amount against the bill
related to Bed Roll from the dtae 01.05.2001-13.11.2002.
The First Appellant Authority’s Order:
The First Appellate Authority ordered, “The appellant can not be granted exemption of time
limit for accepting his appeal on the basis cause/circumstances shown by him for not filing
his application under the time limit on date 31.12.2008.”

The appellant would like to inspect the files and take records which can help him to establish
his claim that his bills had not been paid during the period 22.10.2001 to 11.01.2003.
Decision:
The appeal is allowed.
The PIO is directed to allow an inspection of the records to the appellant on
19 June 2009 at 10.00AM. The PIO will give him photocopies of any records
which he wants upto 200 pages free of cost.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
