Background

1. The RTI application was filed on 14.11.07 before the Postmaster
General, Rajasthan Circle, Jaipur by the Appellant seeking information
about workers junior to him who had been promoted to LSG, HSG II
and HSG II and B.C. R. Supervisory posts. The CPIO informed the
Appellant on 19.3.08 that a copy of a list had been sent to him vide
letter dated 26.11.07. The Appellant preferred the first appeal on
19.3.08 since the list was not what he wanted and reiterated his
request for the list mentioned in the RTI application. The Appellate
Authority in his order dated 15.5.08 stated that the reply given by the
CPIO was in order and that all available information has been given to
the Appellant including a copy of the memo dated 9.8.07 giving the list
of officials promoted to (LSG (NB) cadre and that the Appellant’s name
was not in it due to an ongoing disciplinary case against him at that
time. . The AA also stated that the Appellant can obtain the desired
copy of the gradation list of HSG I and HSG II (Postal Wing) from CPIO
after paying the fees. The 2nd appeal was preferred before CIC on
14.7.2008.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard
the matter on October 10, 2008.

3. The Appellant was not present at the hearing.

4. Shri B.M. Lakhiwal, SPOS, Jhunjhunu, Shri Ambesh Upmanyu, Director
Postal Services (HQ), Jaipur and Shri Surjan Ram, ASP(Vig.)
represented the Public Authority.

Decision

5. The Commission noted that the CPIO had furnished a list which did
not reflect the Inter-seniority of officials, and was of no use to the
Appellant. The Commission directs the CPIO to provide a certified
copy of the list that is being sought by the Appellant in the RTI
application, within 10 days of receipt of this Order, free of cost.

6. The appeal is disposed off.
