Background
1. The Appellant filed his RTI application dt.27.10.08 with the CPIO, BSNL,
Ranchi. He requested for information against 3 points regarding the recharge
vouchers between the period 27.12.06 and 2.5.08. The CPIO replied on
14.11.08 stating that requisite information has been called for from the
concerned section. After receipt of the report from the concerned unit,
necessary decision will be taken at this end. The applicant filed an appeal
dt.27.11.08 with the Appellate Authority. The Appellate Authority replied on
30.12.08 enclosing the details of account history of Mobile No.9430362885.
The applicant filed a second appeal dt.23.1.09 before CIC stating that he has
received the incomplete information.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing on June 3, 2009.
3. Mr. Amrendra Kumar, DGM, Hazaribagh cum CPIO, Mr. Bishnu Deo Jha, AGM
and Mr. Shashi Bhushan Choudhary, S.D.(Mobile), Hazaribagh represented
the Public Authority.
4. The Appellant was not present during the hearing.
Decision
5. The Respondent submitted that there was a delay in getting the information
from Kolkata via Ranchi and therefore the information was furnished to the
Appellant on 30.12.08 after the mandatory period of 30 days. Meanwhile, the
Appellant filed his first appeal on 27.11.08 to which the Appellate Authority
replied on 30.12.08 enclosing the information received from Kolkata office.
The Respondent further stated that in response to the second appeal the
information in a clearer format was provided to the Appellant on 1.6.09 with
further clarification and the Appellant seems satisfied with the information.
6. Since the information has been provided, the appeal is disposed off.
