ORDER
Shri Khem Chand, the appellant has filed this appeal dated 10.12.2010 before the
Commission against Delhi Police, Outer District, Delhi for providing incomplete information
to his RTI-request dated 5.7.2010, which came up for hearing on 11.04.2011. The
appellant was present in person, whereas the respondents were represented by Shri Hem
Chand, ACP, Shri Satish Kumar, SHO, Narela and Shri Krishanpal Singh, ASI.
2. The appellant filed RTI-request dated 5.7.2010, seeking information on action
taken report on his complaint dated 5.3.2010 addressed to Lt. Governor, which was
forwarded to Commissioner of Police vide Dy. No. 7563. The PIO vide letter No.3705/I.D.
No.1426/10/RTI Cell/Outer District dated 3.8.2010 has replied to the appellant.
3. Aggrieved by the decision of PIO, the appellant filed first-appeal 30.8.2010 before
FAA. The FAA vide order No. 810/Appeal/RTI/OD dated 24.9.2010 has decided
appellant’s first-appeal and upheld the decision of PIO.
4. During the hearing the respondents submitted that complete point-wise
reply/information/documents requested by the appellant available in P.S. Narela, Delhi
were provided to the appellant within the stipulated period. The appellant submitted that
the respondents have not provided information on Point No. II (3) and Point No. III (1 & 2).
The respondents submitted that the said information is not available with them.

5. After hearing the parties and on perusal of the relevant documents on file, the PIO
is directed to allow the appellant inspection of related documents/records by SHO, PS
Narela, on mutually convenient date and time, within two weeks of the receipt of this
order and provide the documents as identified by the appellant, free of cost.
The matter is disposed of with the above directions.
