The Appellant sought information regarding BPL card holders and conversion of APL cards into BPL
cards:
1) If a scheme to covert 1 lakh APL cards to BPL cards was floated by the Government of Delhi in
February 2009;
2) number of forms/applications in Scale 5 for the conversion;
3) number of BPL cards submitted for review;
4) the number of cards of widows that have been converted (as on 15/06/2010);
5) number of BPL cards that were reviewed and returned to the holders (as on 15/06/2010);
6) number of FPS-KOD in Scale 5, furnish copy of license; List of shops under each FPS-KOD,
number of ration cards under each, total number of APL-JRG-BPL-AAY cards;
7) number of BPL-AAY cards that are yet to be verified (as on 30/06/2010), whether notice has been
sent to the houses of persons whose cards have not been verified until 30/05/2010, if yes, then
specify the number of notices sent till 20/06/2010;
8) copy of May 2010 register and master register of all those FPS-KOD where non-verified cards
have been listed;
9) whether the FPD-KOD, the circle or the holder possess the cards that have not been verified;
10) if the card-holder possesses the card whether his signature is present in the sale register or not and
11) the list of all those cards in the circle that are held by more than one person simultaneously and
one copy of the card is kept at the ration shops thereby facilitating black-marketing of ration.

No information provided by the PIO within the mandated time limit of 30 days.
Order of the FAA:
The information sought by the Appellant is very vast and the Department is not well-equipped to provide
detailed information at such a magnitude. The Appellant may visit the office; go through the records and
deposit the requisite fee for photocopies of documents which he feels answer his query. Regarding the
information related to third party, the same cannot be furnished to him as it would be in violation of the 3 rd
person’s right.
Ground of the Second Appeal:
The Appellant is aggrieved with the order of the FAA.

Appellant : Absent;
Respondent : Mr. Mohinder Kumar, Inspector (C-5) & Deemed PIO, Village Bhalaswal, Delhi-110033;
The Deemed PIO Mr. Mohinder Kumar admits that he has not provided the information to the Appellant.
The First Appellate Authority (FAA) has recorded that the information sought is very voluminous and is not
available in the format sought by the Appellant. The FAA had offered an inspection of the relevant records to the
Appellant. The Respondent states that the Appellant has not taken the inspection of the relevant records.
Decision:
The Appeal is dismissed.
