2. In this case, the Appellant had, in his application dated 26 June 2009, 

requested the CPIO for a few information regarding two bills of lading. In his 

reply   dated   10   July   2009,   the   CPIO   provided   the   desired   information.   Not 

satisfied with the reply of the CPIO, the Appellant preferred an appeal on 27 

June 2009. The Appellate Authority disposed of the appeal in his order dated 3 

CIC/SM/A/2009/001861
September 2009 in which he held that the Appellant had no relations with M/s 

SR Udyog to whom these bills pertained and, therefore, the disclosure of the 

desired information was exempt under Section 8(1) (d) and (j) of the Right to 

Information (RTI) Act. Still not satisfied, the Appellant has approached the CIC 

in second appeal.

3. We heard this case in the presence of both the parties. The Appellant 

specifically wanted to know the basis on which the bank had provided him with 

an attested copy of the bill of lading as they did not possess the original bill but 

had only a copy of it. The Respondents submitted that the copy provided to the 

Appellant was a duplicate of the copy the bank had with it. If it is so, we direct 

the CPIO to write to the Appellant within 10 working days from the receipt of 

this order and confirm that the certified/attested copy of the bill of lading already 

provided to the Appellant is made from the copy of the bill and not from the 

original.

4. With the above direction, the appeal is disposed off.

5. Copies of this order be given free of cost to the parties.
