Heard Sri. S.M.K. Chaudhary, learned Senior counsel for the petitioner and
Sri D.D. Chopra for the respondents.

Mr. H.P. Srivastava learned standing counsel states that the government order
dated 15.09.1998 has been withdrawn by the government. A short counter
affidavit has already been filed in which it has been mentioned long back in
the year 2000 but it has not been rebutted by the petitioner.

In view of the above, the writ petition has lost its efficacy. Accordingly the
writ petition is dismissed as infructuous with the liberty to the petitioner to
approach appropriate authorities for any pending grievance and respondents
may proceed in accordance with law.
