Facts

:­ 

1. Shri   Manoj   Kumar   preferred   unsigned   RTI 
application dated 24 May 2010 before the CPIO, LIC of 
India,   Dehradun   seeking   information   regarding   policy 
which   may   have   been   taken   in   his   name   during   the 
period   1   May   2002   and   31   December   2004   from   LIC   is 
branch office at Gangoh through four points – enclosed 
herewith as Annexure A.

2. The   CPIO,   white   his   order   dated   to   June   2010 
informed the appellant that data pertaining to issued 
policies could be accessed only through policy number 
and   also   informed   the   appellant   that   he   had   not 
signed the RTI application.

3. Appellant   preferred   unsigned   appeal   dated   14 
June   2010   before   the   first   appellate   authority.   The 
matter was decided vide FAA order dated 14 July 2010 
and appeal was dismissed.

4. Appellant   preferred   second   appeal   before   the 
Commission which as per record is duly signed by him. 
Matter   was   heard   today.   Respondent   was   present   as 
above   and   heard   through   videoconferencing   from 
Dehradun.   Appellant   did   not   appear.   Respondent 
reiterated   that   it   was   not   possible   to   access 
information only on the basis of the name and fathers 
name of the appellant and that   it was necessary to

have   the   policy   number   in   order   to   furnish 
information. 

Decision notice

5. After   hearing   the   averments   of   the   respondent 
the Commission is satisfied that due to the fact that 
the   policy   number   had   not   been   furnished   by   the 
appellant   it   will   not   be   possible   to   meet   the 
information   request   preferred   by   the   appellant.   No 
further action is called for. Appeal is dismissed.
