The Commission has received a complaint from Shri Nand Kishor Yadav
of Lucknow, Uttar Pradesh praying as follows:-
“The applicant may be provided with complete/ satisfactory
information together with he may be informed the time for
providing the complete information.”
That information regarding examination/ interview for the post of ‘Lower
Divisional Clerk & Artist ‘A’ which was conducted on 10-11 November, 2008 in
Regional Science City (National Council of Science Museums) Aliganj, Lucknow,
was originally sought through an application of 12.08.2009 before the CPIO,
Science City, National Council of Science Museums, Kolkata. Since the desired
information was not available with them the CPIO, Shri Goutam Roy,
Administrative Officer, Science City, Kolkatta forwarded the application to the
A.O, National Science Centre, New Delhi. In his response of 12.06.2009 the
CPIO, Shri M. M. E. Nambudiri, A.O. National Science Centre, New Delhi
provided point wise information to the complainant. The complainant has moved
this complaint before us alleging that the CPIO has provided incomplete
information to him. He has, however, not moved an appeal u/s 19(1) of the Act
before the appellate authority of the National Science Centre
Because the 1st appellate authority has not addressed the questions of
the appellant, which are of direct concern to his public authority and because the
complainant has pleaded no ground for making a direct complaint before us, the
Commission has decided to remand this appeal to the First Appellate Authority,
National Science Centre, National Council of Science Museums, Bhairon Marg,

Pragati Maidan, New Delhi to dispose of the complaint of Shri Nand Kishor
Yadav within ten working days of the date of receipt of this Decision Notice by
treating it as an appeal u/s 19(1), under intimation to Shri PKP Shreyaskar, Joint
Registrar, Central Information Commission. If not satisfied with the information
provided by the 1st appellate authority, complainant Shri Nand Kishor Yadav will
be free to move a 2nd appeal before us as per Sec 19 (3).
Announced on this first day of July 2010 in open chamber. Notice of this
decision be given free of cost to the parties.

Authenticated true copy. Additional copies of orders shall be supplied against
application and payment of the charges prescribed under the Act to the CPIO of
this Commission.
