Background
1. The Applicant filed his RTI application on 06.04.09 with the CPIO, Department of
Posts, Rae Bareli requesting for CR dossiers in respect of the Appellant and of Sri
R. R. Dhiman for financial years 1997-98 to 2007-08 alongwith copy of the
special report and CR sheets of Shri Ram Bilas Verma as also information about
suspension/disciplinary proceedings pending or contemplated in respect of Mr.
O.S. Shukla. The CPIO replied on 13.04.09 rejecting the application on the
ground of Section 8(1) (d) & 8(1) (j). Not satisfied with the reply the Applicant
filed his First appeal on 01.05.09 reiterating the contention of the RTI request.
The Appellate Authority replied on 08.06.09 upholding the decision of the CPIO.
Being dissatisfied with the information supplied, the Applicant filed his Second
appeal before the CIC on 11.07.09.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing on 14 September, 2009.
3. Mr. Sanjeev Rawat, Inspector of Posts represented the CPIO of the Public
Authority.
4. The Applicant was heard through audio conference.
Decision
5. After hearing both sides, the Commission directs the CPIO to provide information
against point 2 of the RTI request related to only the Appellant. Information
against 1 & 3 has already been provided. No information related to CRs of any
other person other than the Appellant to be divulged.
6. The appeal is accordingly disposed of.
