Background

1. The Applicant filed an RTI request dt.10.4.08 with the CPIO, BSNL, New Delhi.

He requested for information against 13 points with regard to his promotion /
pay fixation. The CPIO, BSNL, Kanpur replied on 19.8.08 furnishing point
wise information. Not satisfied with the reply, the Applicant filed an appeal
dt.1.9.08 with the Appellate Authority requesting for information and for
settling the case of pay fixation and stepping up. He also requested for
checking of the receipt of promotion order for his financial up-gradation. The
Appellate Authority replied on 21.10.08 upholding the decision of the CPIO.
The Applicant filed his second appeal dt.17.1.09 before CIC praying for the
following: a)to issue order/direction which deemed fit for pay fixation w.e.f.
Date of increment which causing financial loss arisen thereon and continuity
of financial loss to him as well due to lagging of DNI i.e. Basic pay by six
months every year due department fault and case of steeping up of pay. (b)
to issue order/direction to pay Rs.250/- per day for delayed information by
110 days. And (c) to issue any other suitable writ, order or direction as the
Commission may deem fit and proper in apprise of the circumstances of the
case.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for March 31, 2009.

3. Mr. Brijendra Kumar Singh, DGM(A) & CPIO represented the Public Authority.

4. The Applicant was not present during the hearing.
Decision

5. The Commission holds that all the available information has been provided to
the Appellant and noted on perusal of the 2nd appeal that the relief he has
sought is beyond the scope of the RTI Act since he is seeking redressal of his
grievances and not any information. . Accordingly, the Commission advises
the Appellant to approach a suitable forum for their redressal .

6. The appeal is rejected.
