        The Appellant was present in person.

        On behalf of the Respondent, the following were present:­

2. Both   the   parties   were   present   during   the   hearing.   We   heard   their 

submissions.

3. The Appellant had sought no information. Instead, he had sought the 

advice of the CPIO of the CVC about which authority should he approach to 

redress his grievance against some IAS officers. Understandably, the CPIO did

not provide any such advice.

4. During   the   hearing,   we   carefully   examined   the   contents   of   the   RTI 

application   and   found   that,   indeed,  the   CPIO   could   not   have   provided   any 

information to him. From the submissions made by the Appellant, it was clear 

that   he   had   some   dispute   relating   to   the   sale   and   purchase   of   a   property 

involving some IAS officers. The forum for disposal of such dispute is not the 

CVC. Neither the CIC can help in any manner. Possibly, only a court of law can 

adjudicate any such dispute.

5. The appeal is without merit. It is disposed of accordingly.

6. Copies of this order be given free of cost to the parties.
