        The Appellant was not present in spite of notice.

2. We had fixed this case for hearing through videoconferencing. However, 

the Appellant did not turn up in the respective NIC studio. The Respondents 

were present in our chamber and made their submissions.

3. The Appellant had made a number of queries on a variety of subjects 

relating to the orders passed by a particular Information Commissioner. The

CPIO had sent him  an  appropriate  reply.  On  his  appeal,  the first Appellate 

Authority  had  also,  more  or  less,   endorsed  the   response  of  the   CPIO.  We 

carefully considered the contents of his second appeal and found that there 

was nothing more which could be provided to him by way of information. It is 

quite clear that several of his queries would not strictly amount to information. In 

any case, the CIC does not have much information to offer. The responsibility to 

provide the information lies with the respective public authority and a citizen is 

expected to approach such public authorities for information and not the CIC. 

The   CIC   is   primarily   an   appellate   authority   to   adjudicate   complaints   and 

appeals filed before it.

4. There is no merit in this case. It is disposed off accordingly.

5. Copies of this order be given free of cost to the parties.
