ORDER
Background
1. The Applicant filed an RTI application dt.17.1.11 with the PIO, DRM Office, West Central Railway,
Kota seeking information against three points including the guidelines for filling ACRS for the
employees who are on deputation to trade unions. He sought the list of such employees who are on
deputation to trade union besides copies of their ACRs for the last three years. Shri Rajeev Gandhi,
PIO replied on 27.1.11 providing the names of the employees of Kota Division who are on deputation
to trade union. With regard to ACRs, he stated that there are no ACRs for employees who are on
deputation to trade union and hence no such guidelines are available. Not satisfied with the reply,
the Applicant filed an appeal dt.10.2.11 with the Appellate Authority seeking the information once
again. Shri R.P.Jingar, Appellate Authority vide his order dt.24.2.11 upheld the decision of the PIO.
Being aggrieved with the reply, the Applicant filed a second appeal dt.10.3.11 before CIC.
Decision
2. No disclosure authorization is required since the ACRs of those deputed to trade Unions are not
maintained. The appeal is rejected and the case closed at the Commission’s end.
