Background
1. The Applicant filed his RTI request on 03.12.07 with the APIO / West Central Railway,
Kota seeking the duty list of various cadres of telephone maintainers in Grade 1, 2 & 3
and also Master Craftsman.The PIO replied on 07.12.07 providing some information.
Being aggrieved with the reply, the Applicant filed a First Appeal on 29.01.08
reiterating his request for the information. The ADRM-cum-First Appellate Authority
replied on 13.02.08 informing the Applicant that the information has already been
provided on 07.12.07. Not satisfied with the reply, the Applicant filed a Second Appeal
on 25.02.08 before the Commission stating that information has been sought in public
interest. The Applicant again wrote to Mr.M.B.Vijay/Appellate Authority with a copy to
the Commission requesting for information.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner scheduled the
hearing for 16th December, 2009.
3. Mr. K.K. Mishra, APIO, Mr.P.K. Shomdasoni, DSTE & Nodal Officer and Mr.D.K.
Chaturvedi, Sr.PI represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondent submitted that answer to the query raised by the Applicant in his
Second Appeal, are all available in the extract of the Railway Manual provided to him
and that there is further no information to be provided in this connection. The
Commission, however, directs the CPIO to provide copies of the relevant extractsfrom
the Manual to the Appellant by15 January, 2010, free of cost. The Appeal is
accordingly disposed off.
