Background

1. The Applicant filed an RTI application dt.25.2.10 with the PIO, DRM Office, North Central Railway, 

Jhansi   seeking   information   against   3   points.     He   stated   that   he   had   been   appointed   on 

compassionate grounds on 22.12.94 and that while working as IOW(West) because of being absent 

from work, he had been issued an SF­5.  He wanted to know in this connection reasons for issuance 

of SF­5 and also the name of the officer who had enquired into this case. The PIO replied on 11.3.10 

furnishing point wise information.   He also added that the Applicant’s name sake was working in 

IOW(East) and that SF­5 to be issued to him was inadvertently sent to the Applicant. The Applicant 

filed  an  appeal  dt.5.4.10  with the Appellate Authority. The Appellate Authority replied on 23.4.10 

providing point wise clarification. Being aggrieved with the reply, Applicant filed a second appeal 

dt.10.5.10 before CIC.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for September 

17, 2010 through video conferencing.  

3. Shri J.P.Pandey, Appellate Authority and Shri R.P.Paul, CLA representing the Public Authority were 

present at NIC Studio, Jhansi.

4. The Appellant was not present during the hearing.

Decision

5. The Respondents submitted that complete information was provided on 12.3.10 and in response to 

the Appellant’s appeal, certified copies of the same were provided on 12.4.10.  He also added that 

there was initially some confusion since the Appellant had stated that he was working as IOW (West), 
instead of (East) because of which  no person  with the Appellant’s name was  found to be working as 

IOW (West).  

6. The Commission holds that complete information has been provided and accordingly closes the case 

at the Commission’s end.
