This matter was heard partly through videoconference (VC) on
05.10.2010 following Commission’s notice dated 27.08.2010.
Complainant was present at NIC VC facility at Mumbai, while the
respondents ― represented by Ms.Renu Jain, Director & CPIO ― were
present at Commission’s office at New Delhi.
2. What complainant demanded through his RTIapplication dated
10.09.2009 was the justification which prompted a Fast Track Committee
to recommend and the government to accept the recommendation to
grant Rs.800/ per month as Coast Guard Yatrik Pay to Coast Guard
Engineering diplomaholders.
3. Respondents explained that the reasons, if any, were to be found in
the report of the Fast Track Committee, which, on admission by the
complainant, he already has.
4. From what I could understand from the submissions of the
complainant, he was interested in being informed as to how and why the
figure of Rs.800/ was recommended by the Fast Track Committee and
adopted by the government. He wants the reasons to be deduced from

the files and documents held in this regard and provided to the
complainant.
5. I am afraid this request does not come within the ambit of Section
2(f) of the RTI Act and has been rightly declined by the respondents.
6. Complaint closed.
