Information Sought:

1. Furnish the details of Khasra no. and Rakba of the residential plot which had been divided/marked
in Palam Village under 20- point program in the year1984 and provide photocopy of the
resolution passed by the Panchayat.

2. Provide the photocopy of the map of Palam village which was given by the Panchayat for
developing plot under 20- point program in the year1984.

3. Whether there was any plan for allotting ownership of those plots. If yes, then inform the date?

4. Whether there was any plan for allotting ownership of those plots which had been sold? If yes,
then furnish their status, way of allotment with documents.

5. Whether any conversion charge would be charged? If yes, then inform how much.

6. Whether doing interfere by MCD in plots given to landless was appropriate?

7. Whether it was necessary to doing interfere by police in maintenance of house of landless?

Reply of the Public Information Officer:

The Appellant was asked vide letter dated 03/05/2010 to deposit Rs.100/-for photocopy of the
information.

Not enclosed.

Order of the First Appellate Authority:

“Undersigned gone through the application filed before the PIO/BDO (SW). Appellant stated that
necessary information has not been provided to him.
BDO (SW) is directed to provide all the information as available on record within 7 working days to the
Appellant. It is surprising to note that inspite of the deposition of requisite fee, the information has not
been provided.”

PIO reply after FAA order:

The Appellant was informed following by the PIO vide letter dated 10/08/2010: that the required
information had already been sent to the Appellant vide letter dated 02/07/2010.

Grounds for the Second Appeal:

Incomplete information. Desired document and Maps had not been furnished.

The Appellant would like to inspect the records at the office of the BDO on 30 November 2010
from 10.00AM onwards.

Decision:

The Appeal is allowed.

The PIO is directed to facilitate an inspection of the relevant records by the
Appellant on 30 November 2010 from 10.00AM onwards at the office of the BDO. PIO
will give attested photocopies of records and drawings which the Appellant wants free of
cost.

This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
