Decision Notice
The Commission directs the PIO to provide an affidavit to the Commission with a copy to the Appellant giving
the exact date of dispatch of circular to all Station Masters as also copies of relevant pages of dispatch
register. With regard to point 4, information may be obtained from the 28 stations by the PIO and provided to
the Appellant upto 100 pages free of cost and the remaining pages @ Rs.2/ per page as photocopying
charges. .

ORDER
Background
1. The Applicant filed an RTI application dt.6.7.10 with the PIO, DRM Office, Western Railway, Mumbai.
He stated that Dr.Meena Shekhar, Sr.DMO had filed an affidavit (affirmed on 14.6.10) in the Bombay
High Court in contempt petition No.121 of 2009 in which she stated that the guidelines given to deal
with accident victims of Western Railway Mumbai division circular were circulated to all the station
masters/station in charges of Western Railway Mumbai division and had also exhibited availability of
ambulances at various stations of Mumbai division. In this context, he sought information against 8
points. On not receiving any reply, he filed an appeal dt.10.8.10 with the Appellate Authority
reiterating his request for the information. Shri Satyaveer singh, CPIO replied on 6.8.10 enclosing the
point wise information furnished by Sr.DOM. Shri A.K.Jha, Appellate Authority also replied on
18.8.10 stating that in case any further information is required, he may attend the office for inspection
of records. The Applicant filed a second appeal dt.30.8.10 before CIC requesting for information
against points 1 to 4 of his RTI application.
Decision
2. During the hearing, the Appellant sought information against point 4 in which he had sought copies
of station mater’s memo and station diary, Shri Kushal Singh, Respondent PIO submitted that
information sought is voluminous and has to be collected from 28 stations . Also a rough calculation
indicates that the information would run into almost 500 pages. In response to the Appellant’s query
aganst point 1, the Respondent stated that the said circular dated 14.5.10 was dispatched to all
Station Masters well in time.
3. The Commission after hearing both sides directs the PIO to provide an affidavit to the Commission
with a copy to the Appellant mentioning the exact date of dispatch of circular to Station Masters as
also copies of relevant pages of dispatch register. With regard to point 4, information may be
obtained from the 28 stations by the PIO and provided to the Appellant upto 100 pages free of cost
and the remaining pages @ Rs.2/ per page as photocopying charges. . The entire exercise to be
completed by 5 March, 2011.
4. The appeal is disposed of with the above directions.
