Background
1. The Appellant filed his RTI application dt.30.5.08 with the CPIO, Dept.
of Posts, Sasaram. He requested for a job in the Department of Posts
in return for not delivering his application for a job, on time.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner,
scheduled the hearing on January 22, 2009.
3. Mr. Balmukund Singh, Inspector Posts(Complaints) represented the
Public Authority.
4. The Appellant was not present during the hearing.
Decision
5. The Respondent submitted that the Appellant sent a letter by
Registered Post to Kolkatta which the addressee refused to accept
since it reached late. He stated that the Appellant’s grievance was
that the returned letter was his application to a job post and by not
delivering the letter the postal authorities had denied him the
opportunity of getting that job. He, through the RTI application, is
demanding that the Department of Posts, Sasaram compensate him
for this by giving him a job in the Department.
6. The Commission holds that this issue is beyond the scope of the RTI
Act and advises the Appellant to approach an appropriate forum for
redressal of his grievance.
7. The appeal is rejected.
