        The Appellant was not present in spite of notice.

2. In this case, the Appellant had, in his application dated 2 July 2008, 

requested the CPIO to provide him with the correct number of vacancies in the 

Mumbai Circle and the rest of Maharashtra separately. In his reply dated 29 

August 2008, the CPIO provided him with the desired information against a 

query   or   two   but   observed   that   his   remaining   queries/observations   did   not 

amount   to   information   within   the   meaning   of   Section   2(f)   of   the   Right   to 

Information   (RTI).   Not   satisfied   with   the   reply   of   the   CPIO,   the   Appellant 

preferred an appeal on 15 February 2009. The Appellate Authority dismissed 

the appeal in his order dated 12 March 2009 and endorsed the decision of the 

CIC/SM/A/2009/000951
CPIO. The Appellant has now come before the CIC in second appeal.

3. We heard this case through videoconferencing. The Appellant was not 

present. The Respondent was present in the Mumbai studio of the NIC. We 

heard his submissions. We carefully perused the application for information and 

the reply given by the CPIO. Except for his first query, namely, the total number 

of vacancies in the Mumbai Circle etc, the rest of the information sought hardly 

amounts to such within the meaning of Section 2(f) . He has referred to various 

Supreme Court rulings and has desired the CPO to clarify or confirm the action 

taken by the Bank in the light of those rulings. Essentially, he has not asked for 

any specific information at all. We find no infirmity in the reply of the CPIO. The 

appeal is, thus, disposed off.

4. Copies of this order be given free of cost to the parties.
