                                                   ORDER

  Sh.   S.   Mukherjee,   the   Appellant,   has   filed   the   present   appeal   before   the 
Commission on the grounds that he has been provided in complete information by the 
Respondent.   The   Appellant   had   filed   an   RTI   application   dated   24.08.2010,   seeking 
information on 5 points regarding matters relating to grant of promotion from the post of 
Assistant Foreman to the post of Foreman.

Having   heard  the   Respondent  and   perused  the   relevant documents  on   file,  the 
Commission  is  of  the  view  that  the  requisite  reply   to  query  no.  1  and  5  of  the  RTI 
application have been provided by the Respondent. However, at query no. 2 of the RTI 
application   where   the   Appellant   wanted   to   know   whether   promotion   from   Assistant 
Foremen   (Tech­C)   to   Foreman   (Tech­B)   is   on   seniority­cum­merit   or   on   merit­cum­
seniority basis, the Commission observes that requisite reply has not been provided to the 
Appellant.  The Commission, therefore, directs the Respondent PIO to provide a copy of 
the scheme or at least of the relevant pages of the scheme to the Appellant.  A copy of the 
note­sheet and office order or constitution of D.P.C., which has also not been provided is 
also to be provided to the Appellant, free of cost, within 15 days of receipt of the order.

With these directions the matter is disposed of on the part of the Commission.
