Background

1. The Applicant filed an RTI application dt.14.9.07 with the CPIO, M/o Railways,
New Delhi. He requested for information against 10 points related to the
provisions under which casual labourers were engaged to work for the
Railways. He wanted to know about registration of his name in the Life
Register. The CPIO replied on 4.10.07 stating that the Applicant has already
filed an O.A in CAT/Lucknow on the same issue and written a reply has been
filed by the Railway in CAT/Lucknow. He also enclosed a copy of
Dy.CE/C/LKO’s letter dt.20.4.06 and IOW/C/Faizabad letter dt.25.4.88 vide
which reply was issued to the Applicant in reference to his letter dt.17.12.05.
Not satisfied with the reply, the Applicant filed an appeal dt.1610.07 with the
Appellate Authority reiterating his request for the information. On not
receiving any reply, he filed a second appeal dt.25.2.08 before CIC requesting
for the information.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for May 8, 2009.

3. Mr. Mohinder Pratap, Dy. Secretary & APIO, Mr. G.P. Pasricha, Dy. Chief
Engineer, Mr. Rajiv Bhatnagar, CPO andMr. T.T. Ram, CLA represented the
Public Authority.

4. The Applicant was present during the hearing.

Decision

5. The Respondent submitted that the life register which was opened for
registration of casual labourers who had worked until 1981, was closed on
31.3.87. The Appellant however applied for inclusion of his name only in
1988, an year after the Life register was closed. The Respondent had,
therefore, refused his registration as time barred. This information was
conveyed to the Appellant. The Commission, while noting that the Appellant’s
request for inclusion of his name in the life register has already been denied,
holds that all relevant information has already been provided to the Appellant
and accordingly disposes off the appeal.
