        The Appellant was present in person.

2. Both the parties were present in the Nagpur studio of the NIC. We heard 

their submissions.

3. The Appellant had sought several details regarding the Scheduled Tribe 

(ST) employees of the bank in the Nagpur division. The CPIO had declined to 

disclose  this  information  on   the  ground  that  it   was  personal  in   nature.  The 

Appellate Authority too had endorsed this view of the CPIO.

4. We do not tend to agree with such a decision. Those employees who 

have secured appointment in a public authority/government department on the 

basis   of   reservation   and   have   furnished   caste   certificates   in   proof   of   their 

reservation   status   cannot   claim  exemption   for   their   caste   certificates.   Such 

certificates have necessarily to be available in the public domain just as the 

certificates  for   the   minimum  eligible   educational   qualification   of   government 

employees   for   appointment   to   government   jobs   are   to   be   disclosed.   The 

disclosure of such information would promote transparency and eliminate the 

possibility of people securing public employment by producing wrong or fake 

certificates in respect of their caste or educational qualification.

5. In the light of the above, we direct the CPIO to provide to the Appellant 

within 10 working days of receiving this order the names of all such employees 

of the Nagpur Zone, their designation, the date and place of first appointment 

along with the photocopies of their caste certificates.

6. The case is disposed of accordingly.

7. Copies of this order be given free of cost to the parties.
