     Background

1. The   Applicant   filed   his  RTI   Request   on   29.10.2009,   with   the   PIO   R.R.B,   Bhopal.   He 

requested for his own marks and that of the other successful candidates in the exam for 

the post of Assistant Station Master in which  he appeared in Bhopal on 20.07.2009 held 

by  the   Railway  Recruitment   Board.   The   PIO   replied   on   23.10.2009   providing   him   his 

marks.   However,   the   Applicant     filed   his   First   Appeal   on   29.10.   09   seeking   further 

clarification.   The   Appellate   Authority   replied   on   26.   11.09 providing   him   marks   of   five 

papers. The Applicant filed his Second Appeal before the Commission  seeking complete 

information. 

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing on 

April 16, 2010.  

3. Mr. D.D. Gupta, CPIO and Mr. S.S Gahlot, Appellate Authority represented the Public 

Authority  and were through Video Conferencing.

4. The Appellant was present during the hearing at the Commission.

Decision

5. During the hearing the Appellant wanted to know how, when he had  appeared for only 4 

papers, he has been provided with marks against 5 papers.  The Respondent informed him that 

in the 4th paper there are two parts, Attribute 1 and Attribute 2, and they add up to 5 papers. He 

further stated that the RDSO Lucknow which is the Organization which had designed the papers 
had after evaluation the Appellant’s answers indicated that where as 46 are the minimum passing 

marks,   the   Appellant   had   received   only   42   marks   in   Attribute   1   paper.     According   to   the 

Respondent,   to be selected for the post it is necessary for the candidate to pass in all the 5 

papers whereas the Appellant had not passed in his 4 th paper. It was noted that the Appellant had 

been furnished with all the available information and that there was nothing more to be provided 

to him. 

6. The appeal is accordingly disposed of.
